A former bare-knuckle boxing champion and ex-special forces operator who served during the war for Russia, Boris Pavlov rose quickly through the ranks throughout his military career.

When the war ended, however, Odinson’s fight did not. Regarded by some as a national hero, he was soon recruited by the GIA to lead their security detail an organization that would later evolve into what is now known as the CCA.

Pavlov is known for his exceptional resilience in combat, often operating in integrated heavy “Thor” armor and favoring his weapon of choice: a VR80 shotgun he has nicknamed Molotok, meaning “The Hammer.”

In combat, Odinson is reported to strike directly at coalition strongholds, conducting aggressive assaults on UCF outposts.

Survivors describe encounters marked by extreme close-quarters brutality, with Pavlov advancing relentlessly while firing and laughing throughout engagements reports often noting the psychological impact his presence alone has on nearby personnel.

Considered a near-unstoppable force in close-quarters engagements, Odinson has been classified by the UCF as an elite-level threat. The UCF advises all Survivors and PMCs not to engage without the support of UCF personnel or additional allied groups..

Elijah Crews

UCF Intelligence Threat Level: CRITICAL Mercenary Commander

A former operator of the United States Navy SEALs and current gun-for-hire to the highest bidder, Elijah Crews entered the post-war conflict after losing members of his unit during the collapse of the modern world. Armed with nothing but his training and an oath to keep fighting, he became determined to secure his place in the new order.

Crews operated independently for several years before encountering Nev Jones, who later recruited him into the CCA.

With promises of high command and authority over his own unit, Crews accepted the offer, seeing an opportunity to build his reputation across the wasteland. Known for a shoot-first approach and a complete disregard for negotiation, Black Beard is frequently observed with a small protection detail, though he is not hesitant to lead from the front and rarely waits for reinforcements.

The UCF classifies Black Beard as an elite-level threat. The UCF advises all Survivors and PMCs not to engage without the support of UCF personnel or additional allied groups.

Nev Jones

Hailing from the Australian Outback, Nev Jones is an expert in survival across extreme environments. A former “digger” of the Australian Army, Jones spent four years in military service training soldiers in bushcraft survival tactics and hand-to-hand combat before later going AWOL and surviving independently throughout the Outback.

Following the collapse of the modern world, Jones quickly adapted to the realities of the new order and began operating as a contracted asset within the wasteland. Early into his CCA service, Jones encountered a skilled soldier and gun-for-hire, Elijah Crews, whom he rescued from a bear attack and later recruited into the CCA.

An expert with the crossbow, Dundee prefers to hunt not only his food but also his targets in the same manner—silently and without warning. Though he is often seen traversing the wasteland with a small security detail in rural regions, he is frequently stationed in the forests outside Severograd and Novodmitrovsk, where he hunts game and awaits deployment.

The UCF classifies Dundee as an elite-level threat. The UCF advises all Survivors and PMCs not to engage without the support of UCF personnel or additional allied groups.

Khuseyn Kunayin

Codename: The Dagger

UCF Intelligence Threat Level: HIGH Close Combat Specialist

Khuseyn Kunayin’s life has been defined by hardship. Raised as an orphan, he was forced to survive from a young age, enduring abuse from other children and occasional punishment from overseers for theft and deception. At the age of fifteen, he was attacked by a group of youths, during which one of the attackers inflicted a deep cut across his left eye using a blade, leaving a permanent scar.

Following this incident, Kunayin was relocated under supervision, though during transit he killed his assigned escort and escaped custody. He would spend the next fifteen years living a nomadic existence, surviving by any means necessary across the wilderness of Chernarus.

When the CCA began establishing ground presence in the region, Kunayin encountered recruitment personnel while encamped outside Svetloyarsk. Recognizing opportunity, he quickly enlisted and began training, later being assigned to assist new recruits in regional survival and navigation due to his extensive knowledge of the terrain.

During his first independent operation, Kunayin went off-task following mission completion and began a personal pursuit of the individual responsible for his childhood injury. After five weeks of tracking, he located the target in Zelenogorsk, where the individual was living among a small group affiliated with the Sons of Chernarus. Kunayin captured, tortured, and ultimately left the target to be consumed by infected.

Upon returning to The Sanctuary, he was formally reprimanded however, his initiative and demonstrated ruthlessness led to him being granted command of his own unit. His squad subsequently dubbed him “The Dagger”, referencing his constant reliance on a bladed weapon carried at all times.

Paulius Lipovsky

Codename: Fresh Meat

UCF Intelligence Threat Level: MEDIUM Field Commander

After surviving the contagion outbreak in his hometown of Chernogorsk and barely escaping the battles that followed, Paulius Lipovsky learned early that survival was his only certainty. Still a child when the wars ended, he remained with his family inside one of the many apartment complexes throughout the city during the early collapse of Chernarus and the release of the contagion.

Fearing for his life as those around him fell ill, Paulius fled his complex shortly after the arrival of the CCA in Chernogorsk and the subsequent quarantining and removal of infected civilians. Years later, he encountered Vlademir Volchenko, who offered the young survivor purpose within the new order.

Rising quickly through the ranks, Fresh Meat became one of the youngest commanders to lead his own unit. He has since been observed operating throughout the wasteland alongside a small guard detail, often protecting civilian Survivors unable to defend themselves. The callsign “Fresh Meat” originated early in his service, referencing his youth and inexperience—though the name no longer reflects his battlefield effectiveness.

The UCF has classified Fresh Meat as an elite-level threat. Though he is known to leave many Survivors unharmed, the UCF advises PMCs and UCF personnel to avoid engagement, and recommends that Survivors proceed with caution when encountering him.

Benjamin Wright

Codename: The Cleaner

UCF Intelligence Threat Level: CRITICAL Unstable Operative

Outcast by the UCF after targeting and killing civilians during an operation in enemy-controlled territory, Benjamin Wright quickly gained notoriety following his removal from command and subsequent escape from the UCF maximum-security prison known as “The Isle,” of which he remains the only confirmed successful escapee. A literal gun for hire, Wright later traveled the wasteland working as a hitman and bounty hunter for whoever was willing to pay.

He was eventually recruited into service within The Sanctuary, where he established a reputation as a highly effective—but deeply unstable—operator, often tasked with missions even the most hardened CCA personnel refused to undertake.

A man seemingly without conscience, Wright shows no hesitation in taking innocent lives if it serves his objectives. The CCA is known to keep him on a short leash however, when provoked—or when opportunity presents itself—The Cleaner is not afraid to get his hands dirty.

Vlademir Volchenko

UCF Intelligence Threat Level: CRITICAL Command Structure

Stories still circulate across Chernarus of a man who once faced an entire platoon and emerged the only one still breathing. Whether legend or fact, Vlademir Volchenko established his reputation during the early years of Russia’s military resurgence. A trusted Spetsnaz operative, Volchenko reportedly accumulated over 200 confirmed kills during his service to the Motherland.

Among the most notable claims attributed to him is an operation in which he allegedly destroyed the Crimean Bridge while a platoon of Western forces was advancing across it—an act said to have halted a major offensive and prevented further escalation of the conflict. Though details remain unverified, the story continues to reinforce his reputation as a highly capable demolition specialist and black-operations strategist.

Known by the callsign Dedushka, meaning “Grandfather,” Volchenko brings decades of combat experience to the upper command structure of the CCA. First joining during the heyday of the GIA, Volchenko helped lay the foundation for the tactical doctrine that would later shape the CCA’s operational structure. Some personnel reportedly refer to Volchenko simply as “Dedushka,” not as a callsign—but as a title.

Once a respected pilot in the Russian Air Force, Sasha Chernov’s career in the skies came to an abrupt end during his final mission when shrapnel from an anti-air strike cost him his right eye after his aircraft was shot down. Unable to return to active flight duty but still deeply committed to aviation operations, Chernov later joined the GIA on the condition that he be placed in charge of pilot training and retrieval operations.

Determined not only to train new recruits but also to remain active in frontline recovery efforts, Chernov now operates alongside his second-in-command, Igor Medvedev, leading elements of the CCA’s Combat Search and Rescue (CSAR) teams across the wasteland. The pair have frequently been observed near crash sites and abandoned airstrips, where they coordinate recovery operations for downed personnel.

Known for their refusal to leave anyone behind—dead or alive—The Falcon and his unit remain a persistent presence wherever CCA aviation assets are deployed. Chernov is believed to personally oversee the recovery of high-value aviation personnel operating within CCA-controlled airspace.

Igor Medvedev

As The Falcon’s second-in-command, Igor Medvedev has become a staple of the CCA Combat Search and Rescue (CSAR) unit. First recruited during the early stages of the GIA’s push back into Chernarus and the formation of the CCA, Medvedev arrived as a decorated veteran of the Russia military.

A former commander in the Russian Army, he oversaw multiple rescue operations behind enemy lines. Highly skilled with a rifle, Medvedev was known for slipping in and out of hostile territory undetected, eliminating threats from long range with precision.

Since joining the CCA, he has taken on the role of overwatch for Sasha Chernov’s missions, assisting The Falcon in all recovery and rescue operations.

It is said that if you find yourself face-to-face with The Bear in the woods, it is already too late. While The Falcon may be observed from a distance, The Bear is rarely seen at all.

The Juggernauts are battle-hardened soldiers entrusted with the close protection of the CCA's elite commanders.

Trained extensively in close-quarters battle (CQB) and high-value personnel protection tactics, they are deployed to respond immediately at the first sign of danger.

Most Juggernauts are veterans of multiple combat engagements and possess the experience necessary to rapidly assess threats in dynamic environments.

They are typically observed operating in five-man protection elements and are rarely far from the commander they are assigned to protect.

Considered highly aggressive and territorial in defensive engagements, Juggernaut units are known to respond with overwhelming force when their assigned commander is threatened.

The CCA, in efforts to strengthen their foothold, have been deploying constant patrols throughout the Chernarus region. These soldiers are fresh out of recruitment and are tasked with day-to-day ground operations.

Patrol units typically consist of five personnel. They are commonly seen roaming the countryside or conducting sweeps through urban areas across the wasteland.

The UCF advises Survivors and PMCs to proceed with caution when operating alone.

Not just from the ground and sea, but the air as well, the CCA have begun conducting aerial patrols throughout the Chernarus region.

Reports indicate that C-130 aircraft have been sighted patrolling the wasteland and deploying elite paratroopers onto detected Survivors, PMCs, and UCF personnel.

The UCF advises all entities to seek immediate cover, as it is further reported that once troop deployment is complete, the C-130 will initiate strafing runs using mounted .50 caliber machine guns. These paratroopers are highly trained, but the greatest threat comes from above.

The Rogues

UCF Intelligence Former UCF Strike Team Threat Level: HIGH Turned Operatives

A group of former UCF forces who have turned to profiting from others' misfortunes on behalf of the CCA.

Initially presumed KIA or POWs, this UCF strike team was tasked with infiltrating the isolated CCA headquarters within the mountainous city of Vozrogorsk, code-named "The Sanctuary."

Very few have ever seen inside the city, and UCF records indicate communications were lost shortly after the strike team successfully breached its perimeter.

Sightings of this squad, now labeled "The Rogues," have since increased, leading to speculation that this may indeed be the same strike team believed to have perished.

The UCF advises all Survivors, PMCs, and UCF personnel to report any sightings of these troops and to avoid engagement.

The UCF is actively seeking the capture and return—or the recovery of dog tags—of these confirmed traitors.

A veteran of multiple conflicts prior to the collapse of the modern world, Agent Adrian Romano believed his service had ended with the United States Army Special Forces (Green Berets) upon the conclusion of the war. In the months following his departure from active duty, Romano traveled extensively as global stability continued to deteriorate. During this time, he received word that both his brother and nephew had been killed while serving on a security detail assigned to protect emerging world leaders during the summit that ultimately led to the formation of the CCA.

With little remaining tying him to his former life, Romano swore to honor his family’s legacy through continued service. In the early formation of the UCF, he enlisted with limited understanding of the organization beyond its core belief that the world deserved freedom—and that those responsible for its collapse should be held accountable. To Romano, the UCF represented a return to the ideals he believed the old world once stood for: a force for the people, by the people.

Since his enlistment, Shepherd has led multiple strategic operations across Chernarus, earning a reputation as one of the UCF’s most effective frontline command authorities. Operating with a dedicated five-man detail, Romano now serves as one of two primary field commanders responsible for directing UCF operations across the wasteland.

The CCA considers Shepherd a high-priority threat. Among Survivors, however, he is widely regarded as a stabilizing presence in contested regions. While he shows no tolerance toward those who support or enable CCA operations, Romano is known to respond directly to calls for assistance from civilians and allied personnel operating throughout the wasteland.

Agent Amir Rezvani

Once a renowned Iranian Special Forces operator, Amir Rezvani witnessed firsthand the consequences of the war that reshaped his homeland. Disillusioned by the actions carried out during the conflict, he ultimately defected and sought asylum with U.S. and NATO-aligned forces.

Following his arrival at Camp Wallace, located near the Iran–Afghanistan border, Rezvani was assigned to assist in training coalition personnel in survival tactics and ground combat operations across Iran and the surrounding regions. His operational effectiveness quickly became evident, and he was later selected to lead strike teams conducting targeted operations against critical enemy positions inside Iranian territory.

Despite earning U.S. citizenship after the war, Rezvani struggled to reintegrate into civilian life as global stability continued to deteriorate. As tensions escalated and the GIA and CCA began expanding operations across Chernarus, he again found himself drawn back into conflict.

While traveling through Kuwait during a return visit to family in Iran, Rezvani was approached by UCF recruitment personnel seeking experienced special operations veterans. Recognizing his unique background in Iranian Special Forces operations, coalition training doctrine, and strike-team leadership experience, the UCF immediately identified him as a high-value candidate for field command authority.

Rezvani later achieved the highest classification scores in advanced marksmanship evaluations. Known for his exceptional control over automatic high-caliber weapon systems, he is capable of maintaining precision comparable to single-shot platforms even under sustained engagement conditions. His analytical combat style and rapid decision-making ability allow him to identify and exploit battlefield vulnerabilities with exceptional efficiency.

Operating under the callsign Crosshair, Rezvani serves as the second-in-command of UCF frontline field operations, working directly alongside Agent Adrian Romano (Shepherd) as one of only two senior command authorities currently deployed in active operational zones. Known for his preference for camouflage and deep-field concealment tactics, Crosshair is rarely observed during mission execution until engagement conditions have already been decided.

Dikari's are a group of scavengers that wander Chernarus. Loyal to none but their rodnya, the Dikari follow a barbaric ideology that human life is worth the sacrifice, if it means their own survival.

Driven by greed and the love for battle, the Dikari are known to ambush and attack Survivors, Coalition Forces, and even the occasional PMC.

The UCF classifies the Dikari as an Independent Faction, but they are known to trade and occasionally assist with CCA Operations if the pay is right.

If you see one of these savages, don't hesitate to shoot. Because if they see you first, you won't see it coming.

UCF Intelligence PMC Operators Threat Level: HIGH Guerrilla Warfare Unit

Reyders are a group of PMC operators based just outside of Chernarus.

Known for their guerrilla warfare and depredation-style tactics, they are trained to be highly lethal combatants.

With their ability to slip undetected throughout the region, they have a knack for showing up when least expected.

Reyders have no ties to any faction in the region, striking any and all bases across the wasteland.

With the goal of gaining a foothold inside Chernarus, the UCF has deemed them a "Serious Threat" to the safety of those still inside the region.

The UCF advises all groups to proceed with extreme caution when encountering these elite operators.

Little is known about The Krug before the war. Some call them ghosts, while others refuse to speak of them entirely.

Sightings first began five years after the contagion was released in Chernarus.

These elite, specially trained ten-man hit squads originate from unknown sources and speak an unknown dialect believed by some to be a language long forgotten.

The Krug are labeled by the UCF as their "Most Wanted" designation and are considered the greatest threat to the region outside of the CCA.

The UCF advises all Survivors and PMCs to avoid and flee upon encountering these cult-like killers.

They are believed to have no allegiance to any faction operating inside Chernarus.

It has been rumored that The Krug are cannibals, or at the very least use those they abduct as tributes in unknown rituals.

UCF Intelligence Militant Liberation Group Threat Level: HIGH Nationalist Militia

The Sons of Chernarus are a militant group formed during the early stages of the war as a self-proclaimed "Liberation Army."

Consisting of former military personnel and nationalists from across Chernarus, the Sons have long fought to prevent further foreign influence throughout the region.

They are currently at war with both the CCA and the UCF in hopes of eradicating what they call "the Outsider threat."

The Sons view all foreign-backed factions and independent entities as occupiers operating illegally on Chernarus soil.

The UCF advises that all Survivors and PMCs remain on alert, as anyone not bearing the flag of the Sons is considered a threat to the region.

UCF High Command Security Detail

Designation: The Hand

UCF Elite Unit UCF

UCF Intelligence Threat Level: ELITE High Command Protection Unit

These elite specialists many of whom are former members of the Vanguard and the Wolf Pack have been elevated to one of the highest honors within the UCF ranks: the protection of High Command.

Their primary responsibilities include planning and securing the movement of both Agent Adrian Romano (Shepherd) and Agent Amir Rezvani (Crosshair), as well as maintaining operational control in active zones. The Hand serves as the final line of defense, prepared to lay down their lives for Command while responding immediately to any hostile threat encountered in the field.

Extensively trained in both rural and urban warfare, these operators bring years of real combat experience across Chernarus. Their deep familiarity with the terrain allows them to operate with precision and efficiency, navigating the region as if it were their own.

Equipped with fully integrated heavy armor systems and their signature MK47 Mutant platforms fitted with prototype high-capacity drum magazines, members of the Hand are built for sustained combat under extreme conditions. Each has sworn an oath not only to protect High Command, but also to defend those unable to defend themselves.

Across the wasteland, the presence of the Hand is seen as a sign of hope among Survivors and a warning to the CCA and rival factions. They are known not only as enforcers of justice, but as those who reach down and pull others back from the brink.

Where Shepherd leads, and Crosshair decides The Hand acts.
